Political scientist Joseph Cooper of the Johns Hopkins University delivers a talk on the origins and powers of the U.S. Congress on June 14, 2004, at the Lyndon Baines Johnson Library in Austin, Texas. Cooper’s presentation was part of the Institute on Congress and American History, a teacher institute cosponsored by Humanities Texas, UT Austin’s College of Liberal Arts, and the LBJ Library.
